Carter and strengthened by the experience and capabilities of the law enforcement associates that are aligned with the firm. As the Deputy Director/Acting Director of Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Mr. Carter led strategic initiatives for the diverse, 5,000 member professional workforce focused on targeting gun violence, organized crime, smuggling, and terrorism. He represented ATF in front of Congress, DOJ, presidential administration, partner agencies, and the general public. During his tenure with ATF he drove productivity, established positive relationships with other Federal, State, and Local law enforcement organizations, creating alliances with the right people.
John C. Ross, Personnel Security Specialist, Customs and Border Protection, Dallas, Texas. Mr. Ross is a demonstrated leader with proven track record of progressive management duties with government and industry. In his current position he adjudicates suitability and access security issues for applicants and current employees, reviews case files and produces objective reports, and prepares cases for legal review according to established standards. During his tenure with ATF he successfully managed and directed largest geographical law enforcement department within the agency. As the Director of Security for Oak Cliff Bible Fellowship, Dallas, TX, Mr. Ross created a state certified security guard company, implemented security standards for a church campus that employs more than 300 persons and expands 5 miles, recruited and hired security officers, and created and implemented Dignitary Protection Program. As a Contractor Investigator with Computer Science Corp., Landover, MD, he conducted background investigations for the Department of Homeland Security that included extensive interviews to determine worthiness of subjects. Jack A. Davis, Major General, United States Marine Corps (Ret). Major General Davis is a proven leader in the military, law enforcement and business with successful careers in each field. During a career life that spans over 39 years he has In a distinguished career that included service in both peacetime and wartime he commanded at every level from an infantry platoon in Vietnam to Commanding General of the 4th Marine Division. He held various staff positions including Director of Operations, Headquarters Marine Corps in which he oversaw Corps-wide operations, policy and planning. His last Marine Corps assignment prior to retirement was that of Vice Commander, Marine Corps Forces Atlantic/Deputy Commander Marine Corps Forces Europe, for which he received the Distinguished Service Medal.
Emil R. 'Buck' Bedard, Lieutenant General, United States Marine Corps (Ret). Lt. General Bedard retired from the US Marine Corps with over 37 years of active duty service in 2003. General Bedard's military career included two combat tours in Vietnam, as well as commanding the 7th Marine Regiment in Somalia and the 1st Marine Expeditionary Force during Operation Desert Storm. General Bedard's final active duty tour was as the Deputy Commandant for Plans, Policies and Operations for the US Marine Corps Headquarters in Washington, D.C., where he served until his retirement in 2003. He has continued to serve with the Marine Corps in Afghanistan and Iraq since his retirement. General Bedard's many military awards include a Distinguished Service Medal, Legion of Merit, and Bronze Star (with Combat V). General Bedard graduated from the University of North Dakota in 1967 with a Masters in Science.
Chief Terry L. Sult, Sandy Springs Police Department Sandy Springs, Georgia. A veteran law enforcement agent, Chief Sult has instructed throughout the United States on various topics including Leadership, Risk Assessments, Task Force Operations and Historical Conspiracy Investigations. He has testified before the U.S. Senate’s Foreign Relations Committee on the impact of international drug smuggling on local jurisdictions and consulted for ATF and the United States Attorney’s office in various parts of the Country. Chief Sult holds an Advanced Law Enforcement Certificate as a certified officer through the North Carolina Criminal Justice Training and Standards Council. He is both a certified police officer and chief of police through the Georgia Police Officer Standards and Training.
Roger W. Lewis is a retired Air Force Lt. Colonel, having served 22 years as an Intelligence Officer and major system Program Manager. In June of 2010 he retired from industry as a Business Development Principal, with Lockheed Martin Corporation. During his tenure with industry, he also served with General Dynamics as a Senior Business Development Manager and with DFL, Inc. as the Vice President of Business Development. During his career as a Business Development/Capture Lead he is credited with the captured of a variety of programs valued at over two billion dollars in revenue. Mr. Lewis currently serves as the Business Development lead for RACA. His success as a Business Development capture specialist has been largely based on his understanding of the importance of ensuring that the contractor gains in-depth knowledge of the customer’s requirements and that maintaining open communications with the customer is the successful path that must be followed. Mr. Lewis has a Masters Degree in Systems Management and meets the requirements for the immediate award of a Top Secret SCI clearance
Donnie A. Carter, is a retired Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Senior Executive Service, Donnie A. Carter has 30 years of career leadership and professional experience with the Department of Treasury/Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) enforcing United States explosives, arson, and firearms laws and overseeing complex investigations in the United States of America. Scope of experiences includes international leadership, investigations, operations security, U.S. Court testimony, building and maintaining collaborative programs between the various Federal, State and local law enforcement agencies as well as international governments.
Recognized for contributing to the organization’s operational success and growth, personal and professional integrity, while efficiently meeting unique political, economic, and organizational challenges.
Kenneth L. Chisholm, retired Assistant Special Agent in Charge, Dallas Field Division, and Special Agent in Charge, National Response Team, for the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Mr. Chisholm is a seasoned, organized leader with more than 30 years of experience in law enforcement. Demonstrated ability to successfully manage crisis situations, quickly marshalling needed resources and allowing employees room to work effectively. He has demonstrated expertise in business continuity planning and operations. He thrives under pressure, and adjusts rapidly to change in investigative priorities, as well as operational and training priorities. Mr. Chisholm joined ATF’s Peer Support Team in 1992, assisting ATF personnel as well as state and local partners after traumatic actions, extending empathy and understanding to affected agents and quickly identifying signs of PTSD. He is renowned for his strong background in explosives and post blast investigations and his expertise on explosives policy and jurisdiction; routinely receive calls from ATF Agents in the field for information.
Karen Soares has twenty years in information technology, leadership, management, and strategic planning. Currently serves as chief executive officer for Get-U-Started w/NT Solutions, LLC (GUS). Expertise includes deploying data mapping strategies and internally complex database systems, regulatory compliance strategies, policy development and management, organizational training, operational change management, Six Sigma Quality Methodologies and business process improvements. GUS developed/implemented the asset forfeiture order entry tracking system. Ms. Soares has developed a specialized niche for evaluating performance, determining key areas to apply program improvement opportunities, identifying areas for cost reduction, adding quality controls and measures and instituting policy changes and training. Ms. Soares provides RACA’s IT capability.
